Felaktiga påståenden från Fishsec och märkliga siffror från ICES

I en artikel på sin hemsida påstår Fishsec att den danska regeringen anklagar yrkesfiskarna och fiskeribranschen för att landningsskyldigheten inte fungerar. Nåt belägg för att danska regeringen skulle skylla på fisket hittar jag dock inte.

Det kan vara så, men grundproblemet i Danmark är att det fortfarande finns för många fiskebåtar som fiskar i Östersjön. Problemet förvärras av kystfiskerordningen som bidrar till att olösnamma fiskeriföretag kan klamra sig kvar i fisket och danska fiskeriorganisationer, främst DFPO, som ständigt hävdar att kvoterna på torsk i Östersjön är för låga.

Dessutom påstår Fishsec att danska trålare kastar ut 100% av rödspättan de fångar i Östersjön och hänvisar till en rapport från ICES. Men inget sådant går att hitta i rapporten där det står så här:

For example the trawl-fishery targeting cod in SD 26 may even have a 100% discard rate of plaice throughout the year. Only a few occasional landings from trawlfisheries took place in SD 26.

SD 26 är Gdanskbassängen, dvs utanför Polen. Antalet danska trålare som fiskar där är mycket begränsat och det kan handla om nån enstaka, några trålare varje år eller ingen alls. Däremot finns det ibland bara data från danska trålare och inga data från det polska fisket. Fångsterna av rödspätta i området är mycket små och ovanliga enligt ICES-rapporten och huvddelen (69%) fångas med garn av polska fiskare. 2016 var fångsterna 4 ton, varav 1 ton landades av danska fiskare, mindre än 1 ton av svenska och 3 ton landades av polska.

Påståendet från Fishsec är alltså helt felaktigt, en ren lögn faktiskt.

Däremot är det välkänt att utkasten i trålfisket på torsk är stora och att landningsskyldigheten inte efterlevs. Enligt ICES var utkasten av rödspätta mycket höga i slutet av 2016:

The discard in 2016 is exceptional high and estimated to be around 1050 tons, which would result in a discard ratio of 67% of the total catch. This is mainly driven by discarding of the Danish trawling fleet in the 4th quarter (~830 tons) in SD25.

SD 25 är Bornholmsbassängen där främst svenska och danska fiskare är verksamma. De danska trålarna är i huvudsak mindre trålare med bas på Bornholm.

ICES siffra för Danmark verkar dock mycket märklig. Enligt dem landades bara 246 ton rödspätta från Östersjön medan 920 ton kastades ut. De siffrorna kan rimligen inte vara korrekta utan måste nog vara fel. Även siffrorna för svenska landningar är märkliga, Enligt dansk landningsstatistik landades nämligen 1 304 ton rödspätta från Östersjön år 2016. De märkliga siffrorna från ICES gäller bara landningar från SD 25. I så fall baseras påståendena från Fishsec på delvis felaktiga uppgifter från ICES.

    I wrote this article for the FishSec website and am happy to clear up your misinterpretation.

    You could not find any information on the Danish government criticising the industry for failing to comply with the landing obligation?
    There is a quote from the Danish representative with a link to the Fisheries Control meeting report: it is “not that MS were not compliant with the need to implement the LO, and
    are doing all they can, but that it is simply that the industry is
    non-compliant”.

    Also, the WGBFAS report is clear that Danish trawlers targeting cod discard may even discard 100% of their catch throughout the year. Again, there is a reference to the report in the article.

    It is not clear to me what information is incorrect or a lie?

    Normally a journalist or blogger would contact the writer before making accusations.

    Better to get in touch before publishing something like this. Your website is a good source of information but not this article.

    1. No. The report says nothing about danish trawlers in general. Only about danish trawlers in a certain sector of the Baltic. As quoted. I find your comment very strange, as it is obvious you are wrong on this point. You should correct it. Anyway. The numbers from the WGBAs report can be correct. 10 times more discard than landings? It’s not believeable.

      A discard of 100%? Really? Nobody throws away all of their catch. Absolutely nobody. Possibly 100% of the bycatch, which in the the Baltic Sea would be plaice and european flounder. But. Nobody would discard all plaice. But with european flounder it’s another thing. Of course it’s thrown away. There is no commercial value in european flounder except in Sweden.

      When it comes to the danish government and their position i’m pretty sure you are correct about their position, but i couldn’t find any proof of that in your article. Maybe I just missed it.

      1. I think the data speaks for itself but we’ll have to agree to disagree.
        They could be discarding for a number of reasons. Lack of space onboard, no quota or too expensive to buy the ITQ for, plaice market value might be too low to justify landing it, could be mostly undersized plaice and they don’t want to spend time sorting and boxing separately.

        We just don’t know while there is not adequate controls at sea but there is a consensus from ICES, EFCA and national control agencies that illegal discarding of cod and plaice by the trawlers in the Baltic is very high despite it being illegal.

        1. We know why there is no control at sea. Kustbevakningen in Sweden doesn’t have any money and can’t afford to run their ships. In Denmark the authorities don’t give a shit about the Baltic as they are mainly concerned with the least problematic fishery, the large scale pelagic fishery. To criticise the small scale demersal fishery is politically problematic in Denmark. The same problem exist in Sweden on a smaller scale.
